Minor League Division 2016 Rules of Play

Pitching A pitcher may pitch a maximum of two innings per game through April 30. Thereafter, a pitcher may pitch a maximum of 3 innings per game. 1 pitch in an inning constitutes an inning pitched. Once a pitcher is substituted for, he or she may not return to the mound in that game, regardless of whether or not he or she has reached his or her maximum for the game. Little League rules regarding maximum innings per week and rest between games shall govern.

Hit Batsman A pitcher shall be removed from the game upon hitting his or her second batter in an inning or third batter in a game. The player may not return to the game as a pitcher.

Stolen Bases A team is allowed a maximum of 3 stolen bases per inning. There are no steals of Home Plate, including on an overthrown ball or a steal of third base. A runner may only advance from third base on a batted ball, a base on balls or a hit batsman.

Bunting Each team shall be allowed a maximum of one bunt per inning. Foul balls or missed bunt attempts shall not count against the maximum.

Playing Time All players bat throughout the game. A player who arrives after the game has started will be placed at the end of the batting order. If a player leaves during the game, his or her place in the batting order is skipped and there will be no automatic out. A player must play a minimum of 2 innings (6 outs) in the field we strongly encourage that all players play a minimum of 3 innings.

A game may begin with 8 players. If a team has 8 players, the 9th position in the batting order will be considered an out. Players arriving subsequent to the start of the game will be inserted at the end of the batting order.

To be eligible for the annual All-Star game and/or HR Derby, players must participate in 60% of regular season games Ã?????Ã????Ã???Ã??Ã?¢?? also, to be eligible for consideration for district team, player must participate in 60% of regular season games. 

Run rule A team may score a maximum of 5 runs per inning. Exceptions will apply on "over the fence" home runs only. In the event of an over the fence home run, the batter and all runners will be allowed to score.    There is no limit applied in the last inning.

The run limit will NOT be in effect for the last inning of play. Coaches are urged to communicate with each other and the umpire during the game as the time limit or darkness approaches to establish which inning will be the final inning. The umpire will declarebefore the start of the final inning that the run limit will be lifted.

Mercy Rule If a team is ahead by 10 runs or more after 4 innings (3Ã??Ã?½ innings if the home team is ahead), the game shall be declared over.

Courtesy Runner A courtesy runner may be inserted for the catcher with 2 outs.

Infield Fly Rule The Infield Fly Rule shall NOT be in effect.

Team Responsibilities: Winning team's manager or coach is responsible for notifying the Minor League Director of the result of the game.

Pitch counts need to be submitted within 24 hours after a game and before your next game.  So if you play on consecutive days the counts need to be submitted before the next game.  Pitch counts must be submitted to the Minors division director and the league Safety director. If counts are not submitted, players that pitched in the game where no count is submitted will not be eligible to pitch for two games and the game will be forfeited.  For a second violation the players that pitched in the game where no count is submitted will not be eligible to pitch for three games and the game will be forfeited. The manager will also be suspended for 1 game. Third violations will result in a removal of a manager

Max Pitch Count

11-12 Year Olds: 85 Pitches Per Day

9-10 Year Olds: 75 Pitches Per Day

7-8 Year Olds: 50 Pitches Per Day

Pitchers league age 14 and under must adhere to the following rest requirements:

Ã??Ã?·         If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be observed.

Ã??Ã?·         If a player pitches 51 - 65 pitches in a day, three (3) calendar days of rest must be observed.

Ã??Ã?·         If a player pitches 36 - 50 pitches in a day, two (2) calendar days of rest must be observed.

Ã??Ã?·         If a player pitches 21 - 35 pitches in a day, one (1) calendar day of rest must be observed.

Ã??Ã?·         If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.

*41st pitch child cannot catch. Can move from catcher to pitcher ONLY if he has not played catcher position 4 innings or more.

Any player who has played catcher 4 or more innings in a game cannot pitch that calendar day.

*Please note that if a player steals second and goes to third on an overthrow that is considered two steals not one.

Unlimited runs are ONLY for the 6th inning. So if a game is ending early due to darkness the five run maximum still exists.

Delay of game is only 15 minutes. If the game does not start 15 minutes after the listed start (unless there was a previous weather or injury delay) then the game is abandoned.

Time of games:
No inning may commence after play has reached 2 hours. Innings already underway after the two-hour time limit shall be completed unless the umpire calls the game for darkness/weather, or 2Ã?¼ hours (two hours fifteen minutes) of play have expired. 

Pitchers may not wear a white or grey long sleeved shirt

Catchers must wear full protective gear, including cup, mask, chest protector, shin guards and catcher's mitt

Players warming up outfielders must wear a helmet

There is NO on-deck circle and no swinging nor holding bats in the dugout.

Unless on the field playing or coaching, all players, coaches and manager must be in the dugout and not in the doorway. The gate must be closed.

Dissent will NOT be tolerated.

*Remember: only carded coaches and team parents are allowed on the field (you will see their ID cards hung around their neck)
